The key principle guiding the world’s current batch of leaders, from Putin, to Trump, to Xi - and, closer to home, with Ontario’s Doug Ford being the latest example - is the POWER principle. Unschooled in law and constitutional niceties, among other forms of careful thinking, Ford (who is not alone in these characteristics) does not wish to govern. Rather, he seeks to bludgeon into submission 55,000 education support workers by making their right to strike illegal. He thus exempts the Charter of Rights and Freedoms with a clause intended for rare occasions. Indeed, the notwithstanding clause has become a lever applied to excess in Ontario because Ford also disdains the concept of parler (as in parliament).
